About CEMREST
The Community Empowering Movement for a Responsive Society (CEMREST) is a Belgium-based non-profit organization founded in 2011 and officially registered in 2012. We are dedicated to advancing self-reliance, dignity, and sustainable prosperity for vulnerable communities in Africa and within Belgium.
We work alongside marginalized groups—including children, women, youth, refugees and asylum seekers, persons with disabilities, and gender non-conforming individuals—delivering inclusive, community-driven solutions that are locally owned and sustainably managed. Our approach ensures that the people we serve are not just beneficiaries, but active participants in shaping their futures.
At CEMREST, we follow an empowerment model that strengthens capacity, promotes economic independence, and drives long-term development. We envision a society where everyone has equal rights and access to quality education, clean water, sanitation, healthcare, and sustainable livelihoods—free from all forms of discrimination.
In Belgium, we play a vital role in supporting African migrants, refugees, and asylum seekers. We guide and assist them through their integration journey by providing access to essential services, orientation, skills development, and opportunities that foster inclusion, independence, and active participation in society.
Since our inception, our work has expanded across multiple sectors, including STEM education, healthcare, water and sanitation, food security, sustainable agriculture, technical and vocational training, livelihood development, disaster response, and climate change adaptation. We also champion good governance, women’s empowerment, child protection, the rights of ethnic minorities, and the strengthening of local institutions.
We recognize the vital role of the African diaspora as a force for change. By mobilizing their financial, intellectual, and social capital, we help drive sustainable development and meaningful transformation across communities in Africa.

- Shifting power to communities:Â We believe that sustainable change is possible when communities are at the centre of their own development and in charge of finding solutions. This is achieved by recognizing and harnessing both financial and non-financial resources in their midst, leveraging resources from other actors, and holding duty-bearers accountable for sustainable community development. We see communities as the drivers of change, not passive recipients.
- Flourishing communities: We believe that communities will attain an improved quality of life through recognizing and investing their resources. We believe that communities thrive where there is social justice and systems that support their prosperity.
- Resilient communities: We believe that communities have the ability to mitigate, adapt to and recover from shocks and stresses in a manner that reduces vulnerability. CEMREST works in partnership with communities to complement their efforts.
- Working together: We believe that to promote sustainable development, diverse and multiple actors need to collaborate to address the challenges faced by communities. These include individuals, civil society at the local, national, and global levels, governments （county and national), the private sector, and media, amongst others.
